People said before we wrote, we make an outline. Do we have to make it anyway?

Sometimes we thought the world worked out in a definite order, however we are uncertain. As I am posting this message, I try to tell people how my world works. It wasn't in definite order. Some other times I found it quite remarkably chaotic. Well, it wasn't a chaos either. Something had to be done magically by somebody. That is what happened in my world.

simple question requires complex answers.
